Bruce Phipps CPP, Director of Shared Services at People2.0, is sworn in as the 32nd President of the American Payroll Association

APA’s 2011 Payroll Man of the Year is now the organization’s newest president​

 San Antonio, TX – May 4, 2021 – In a virtual ceremony, the American Payroll Association made it official: Bruce Phipps, Director of Shared Services at People2.0, is the 32nd President of the 39-year-old organization. The American Payroll Association is the nation’s leader in payroll education, publications, and training.

Bruce has been a member of the APA since 1988 when he was working as an Accounting Supervisor for a healthcare company in Southeast Pennsylvania. “An APA brochure came across my desk asking if I wanted to join its membership,” said Bruce. “And I thought, ‘This would be a good group of people to know’.” He joined, immediately volunteered for the Hotline Referral Service within the APA, and according to Bruce, the rest was history.

In 2011, Bruce was named the APA’s Payroll Man of the Year. “It was at that point I started having additional aspirations,” he said. “I wanted to know what else I could do to help the organization.” Over the course of another ten years, Bruce put his whole heart into the APA. He served as the Education Grant Committee Chair and as a Board of Advisors member for one of the organization’s regions, along with volunteering on other committees.

In June of 2019, Bruce was sitting in his office when his cell phone rang. “It was the APA Executive Director Dan Maddux asking if I would be interested in running for President as the APA Board of Directors’ endorsed candidate,” he said. “I eagerly accepted. I was the happiest guy in the world.” 

Bruce’s 45-year career as a payroll professional spans across many different industries, from industrial valves to rehabilitation therapy services to database management. In March 2020, he took over the role of Director of Shared Services at People2.0 where he is responsible for directing and managing all centralized transactional and operational activities supporting payroll and billing. He also handles help desk support for end users utilizing People2.0’s back-office systems. This includes monitoring day-today processes and providing quality assurance over data and system functionality of time and attendance modules.

As the APA’s newest president, Bruce plans to give back to the membership that has given so much to him over the years. And although interacting with other payroll professionals is still limited due to the pandemic, he hopes that he will get some time to travel to present at chapter and statewide meetings.

“What I would like during my term as President is to get out to as many chapters as I can,” said Bruce. “I want to make sure the members know that I’m an accessible President. I’m not going to be President just to be President.”
